Experimental governance for science and security
Biography
Sam Evans is a researcher and policy advisor whose work examines how societies define research and technologies of security concern—and how those definitions shape governance systems. Drawing on Science and Technology Studies (STS), their work engages themes of classification, boundary work, dual-use technology, and the co-production of social and technical systems, with a current focus on security governance in engineering biology and emerging technologies, including quantum systems.
Sam most recently served as a Senior Policy Advisor to the U.S. National Security Commission on Emerging Biotechnology, leading efforts on misuse prevention and responsible innovation. They have held research appointments at Harvard University, MIT, the University of Cambridge, and other institutions, and currently serve in advisory roles across biotechnology, science policy, and international research governance initiatives.
